Artillery is a very effective AT weapon, particularly large units like the Soviets have. HA values are low, but so are early war tank defence values. Attacking gun units like the regimental infantry guns is also quite effective. The way losses are calculated for gun/vehicle/aircraft units makes it relatively easy to inflict damage with inferior weapons. I've lost several Tigers to 45mm guns in Panzer Battles, for example.
