Nope, it will always split the men/equipment in equal shares - if there are 3 companies that were combined, with 7, 118, and 145 men, making 270 when combined, if you split off one you will get 1/3 or 90 in that unit. So it is essentially a way to evenly spread the manpower back among the units.

Just to be clear, in case it wasn't already clear, the reason to combine that 7-man unit with its peers is because when it is eliminated the parent unit cannot split into that sub-unit ever again. So if one company out of three from a battalion is lost, then that battalion will only ever be able to split into two companies in the future.
