I am no military expert but the Russian 76mm AT gun was designed to engage armoured vehicles with direct LOS fire and not to bombard targets several kilometres away, so designed to fire with a flat trajectory it can hit hard targets with AP rounds at one hex and fire HE rounds only two hex's. 

Of course artillery pieces can hit hard targets many more hex's away but at a strength of 3 or 4, while the AT gun firing direct does so at a strength of 17.
