Patrolling = night vision goggles for WW2.
Seems the cost should at least be additional fatigue each turn. The unit with patrols out would have a hard time recalling the patrols when a determined attack comes. The patrols would be overrun. While this might alert the rest of the unit to stand to, accumulation of fatigue every turn would be a way to model the loss of unit cohesion.
Currently patrolling is a no brainer, advance warning benefits with no risk, except at night.
