Hi Trac_511,
The answer to your query is located in the thread started by Rich Hamilton not too long ago:

A large part of the upgrade will be Ed Pacito's work, which had been arranged with him several months ago. Regrettably, there were some blanks that still need to be filled that there were no graphics for in some of the titles, notably there were many aircraft graphics missing from First World War (the planes were coded in the title, but there were no graphics provided for those). There may well be other areas with similar issues.
I alluded to this, and working with Ed, etc elsewhere; it was a big loss in a lot of ways to his many families, and I was very much looking forward to working with him, especially in filling identified gaps (some of these included coding changes elsewhere that were a little more than a graphic change). From a purely production standpoint it would have allowed work on concurrent projects in the proverbial, 'perfect world'.
Like David (Freer) had mentioned: this, too, will be a tribute to a man who gave so much to the series; Ed was more than just about graphics for the Squad Battles series - he was an avid player.
What people, hopefully understand, is the breadth and nature of 'workforce' working on these products - this applies to more than just JTS;
Full product projects have taken precedence over upgrade projects; this is basically the situation with the Squad Battles, and Early American Wars (as well as I believe the Napoleonic Battles) series'.
