Yes, both hexes have 'Primary' hex sides, exactly as you would expect, based on the 3D image.

The title is Danube Front '85.

There is a map editor, but it is not available to the public. Its availability is limited to designers working on games. In the editor each hex is edited individually...I expect the anomaly you see with road hexes in the Danube, is just a proofing error where a random road hex should have been cleared but was not....it's easy to miss these things sometime.
