Good defense wins for the Germans. All the VP's are right in the city, and Russians don't have a hope of breaking tight defensive circle around it. Heavily biased towards the Germans.

As logistical Russians are really bad, Russian units (Except cavalry and mechanized ones) can only move 1 hex per turn. Only way to reach Kharkov is by road, but German side can easily block roads. Germans have overwhelming tank power so Russians can't even hurt or push panzers. But Russians have so many men, so without optional Assault and fire rules maybe Russians would get a chance to win.
