Tiller Operational Campaigns Games HTH Tournament Proposal
It was a shame that Steel God's tourney did not happen. I have a proposal that I think addresses some of the issues. The following was based on Steel God's tourney rules.

This is a proposal not notification that there is a tournament. Happy to adjust the following based on feedback, holes in my logic, etc. If there appears to be interest the tournament may be initiated. 

Tournament Eligibility and Rules

All entrants must be registered members of Blitz Wargaming Tiller Operational Campaigns Ladder.  New members without previous reported battles are welcome. All entrants must have up to date profiles listing all of the games they own. 

The tournament is designed to give entrants an opportunity to play games in any of the WDS game series Panzer Campaigns, First World War Campaigns, and Modern campaigns. Panzer Campaigns is the default series in the tournament. All entrants must own at least ~6 Panzer Campaign titles, and be prepared to play Panzer Campaigns. Entrants are allowed to play a scenario in any series. If you own only a few titles this is not a tournament for you. (More on the above later.) All game installations must be patched up to the latest version at time of the commencement of the round of play.

The entrants must specify which series they prefer to play. This is used to match players when setting up the tournament.  

All players agree to process turns promptly. Tournament rounds will be assigned a start and end date by which time the round must be completed. This will be more than generous.  

All participants accept that the organizer is the final authority of any disputes, questions, or issues that may arise during play. Uncompleted games will be adjudicated by the Organizer to determine a winner.  Spirit of the Law will apply more so than Letter of the Law.  In other words, be considerate, and make a good effort and everything is fine.  Drag your feet and pay the piper.

Tournament Format

The Tournament will be bracketed. The maximum number of entries is 32. The minimum number of entrants will be determined by the organizers when organizing the brackets. The organizers may decide to cancel the tournament if there are not enough entrants. The optimum number of entrants for the bracket is 8, 16, or 32, and the tournament will have 3 , 4 or 5 rounds, accordingly. To balance the brackets, in the first round byes are given to the entrants with the highest ELO. 

Each round is 50 days long with a published start and end date. All games must be completed by the end date. If a game is not complete the organizers will adjudicate the winner. 

In each round entrants will be paired by the organizers as per the following criteria, in order of priority:

1. Entrants in the pairing must have at least one game in common. If in the unlikely event that a pairing can not be made because there is no game in common between the entrants, and there is no possible entrant pairing to resolve the issue, we will find a resolution. This will be either a consensus decision between the entrants on the winner, or one buys a game to make the pairing possible, or a winner of pairing will be randomly picked, or? This is the reason why entrants in this tournament should own several titles in the Panzer Campaigns series to make matching possible. 

2. Entrants with matching series preferences, the highest ELO rated paired with the lowest ELO.

3.  When the preference match can not be made, Panzer campaigns is the default series but can be changed by the entrants in the pairing. 

For example, his format allows First War One Series enthusiasts to play at least one scenario in this tourney.

The entrants in the bracket pairing decide which series to play, title in that series, and the scenario. The scenario must be marked as HTH, small or "small medium", and no more than 20 turns. The entrants must let the organizers know which scenario they are playing. If it helps making a scenario decision, one player can agree to spot some victory points, either negative or positive points. If the entrant pairings can not make a decision, or the scenario has not been identified to the organizers in 5 days from the start of the round, the organizers will pick a scenario from the Panzer Campaigns series.

The winner of the pairing will be determined by Victory Level in the Scenario, adjusted by the amount of victory points spotted by a player.  In the event of a Draw result after adjusting for victory points spot, the player closest to a victory level will advance.
In the event of a dead heat with both players equidistant from a victory level after adjusting for VPs spotted, Player 2 will advance.  (Just like the combat system in John Tiller games, Ties always go to the defender).
 
Prizes and Rewards
 
All battles can be reported on the Ladder for Points per normal play.  Game reports should be submitted using the unmodified victory levels so as to not skew the data in the Scenario Listings.

I'd play. Maybe if the numbers aren't coming together cut it down to 16 or something. We all play for the fun and competition anyway and since prize pool isn't a thing there no reason to need 32, right? This will be my first Tourney so by no means am I trying to rewrite the rules, just a suggestion. Cheers
