Moscow 42 OOBs
Hi
The current state is:
Moscow '42 Counterattack.oob & Moscow '42 Counterattack - Variant.oob
- All German units have lowered maximum unit size to prevent reinforcements creating units that are ahistorically strong.
Problem:
- Russian Army, Division & Brigade HQ's still use moral values below C.

Moscow '42 Counterattack - improved command.oob
- All Russian Army, Division & Brigade HQ's in the historical Moscow '42 Counterattack OOB changed to C morale. This is to ensure more consistent recovery from disruption.
Problem
- Has higher German maximum unit size.

Moscow '42 Counterattack - original.oob
- German units have lowered maximum unit size.
Problem:
- Russian Army, Division & Brigade HQ's still use moral values below C.


So is there no OOB that combines the lower German max unit size with the raised moral values of the Russian Army, Division & Brigade HQ's?

Have a look at the attached and let me know if it does what you want?

You will have to overwrite the original Moscow '42 Counterattack.oob file for this to work in game.

Any issues, feedback here.

Well what I would like to use is the most up-to-date OOB, there is no sense in playing with an outdated OOB as any feedback to this would be useless.
Was this OOB already tested? Lowering the German max unit sizes combined with raising the moral values of most Russian HQs has surely an impact on the balance that is not easy to estimate.

I have compared the file with the others and so far it looks good, although I wonder if some Russian formations were intentionally lowered from the C value to D, seems almost all Russian cavalry formations were set to moral D again.

This OOB was created especially on your request - there (surprisingly!) been no testing of it. I would expect it would help the Soviets in a campaign, but have less impact in a scenario. Most people felt the ability to rebuild the Germans unbalanced the campaigns, so this should help.

Apologies on missing the Cavalry - this is now fixed in the original post with a corrected download attached.

Well I thought these two major changes would be in testing and would culminate into a new OOB. It wasn't my intention to have a OOB only for my request.

If the Russians Moral raise and the limitation of Germany's max unit size was just to counter a felt unbalance of the game, the question is what will be used in the future to balance the game and what OOB will be the default?
Why was the Russian HQ moral raise dropped again?
Will the German unit size limitation OOB stay the default?

A little history for you.

We released the game with two versions - the standard OB (with 'standard Russian morale') and one with improved morale. The main reason for this was to reflect that the Russian was strategically on the attack and 'C' morale was a large boost to actually allowing the Soviet player to drive forward.

The German max size was introduced because it was obvious despite the very low reinforcement rates that there was a real issue with German units growing to a-historical strengths. This was only evident after some serious campaign play by the community and a decision to include an optional OB to restrict that. The impact of this change is really only in multi day (campaign) games.

We tested the scenarios in game without the morale boost and without the German size limitation. Of the two the morale increase would have a bigger impact on play of individual scenarios. Using anything else is beyond the scope of what we tested. Please note it is the norm to include various alternative situations/OB's for players to try and see what they like. The morale change for example was to counter players who struggle with the high disruption rates the Soviets end up having to cope with when they only have 'D' morale HQ's.

So which one is recommended going forward - it depends what you're playing. For scenarios (less than 2 days), I would tend to use the standard OB. For longer scenarios/campaigns, I would definitely use the limited German unit size and then make a decision based on the Soviet players capability on what to do with morale. Like all things your mileage may vary.


All these changes were done in isolation and to be honest I hadn't thought of combining them but have now done so. As far as defaults, I believe that's up to players to discuss when setting up their games, but I would personally recommend the German unit limits be included in any campaign game.
