Battle Kat is the H2H Commander, but you shouldn't need to contact him unless you are having a problem.

Go to the H2H nav at the top of the site and read the instructions for submitting a scenario for testing. I would recommend when you have one setup, that you advertise on the main CS forum, as well as the CS H2H forum for playtesters.
