In scenario #0611_03: Le Hamel - The Salient the hex (19,4) is a village Brouay with a RR running through it. If you zoom in you can see the RR embankment is raised like in Kursk.

The Green Howards start in the northern part of this scenario. They are foot infantry. they can enter Brouay.
If your infantry (foot) is assaulting stacked with armor then it is the armor the error message is referring to and not the foot infantry.

Send me the game file if you are still having trouble with this assault.
