RE: Undercrewed weapon
The crew (that is undercrewed) first has to drop the weapon. After they drop it, then another crew can pick it up. However the new crew picking it up has to have enough men who aren't currently carrying weapons to pick it up.

In other words, if you have a heavy gun that requires four men, but the squad carrying it is down to three men, they would need to first drop the weapon. After they drop it, any squad of four or more men can pick it up. Typically this means most of them would likely have to drop whatever weapons they were carrying in order to pick up the heavy gun. For instance, if you have a squad of eight men, at least four of them would have to drop their weapons in order for them to pick it up (since it requires four men to crew the weapon). After they pick it up, then everyone who isn't currently carrying a weapon can then pick up any of the weapons that were dropped, including the first crew who originally was carrying the heavy weapon.

RE: Undercrewed weapon
Note that you will likely receive enemy fire each time you perform an action, so it helps if you can do certain things simultaneously. For instance, it helps to select all the weapons you plan to drop from all the crews and drop them simultaneously. Otherwise you will likely take enemy fire when the first crew drops the heavy weapon and then again while the second crew drops their small arms, versus taking enemy fire once when they drop the weapons simultaneously.

And a side note about dropping weapons - it helps to select the weapons themselves as opposed to the crew. If you select the crew, it will cause them to drop ALL of their weapons. Whereas if you select one or more of their weapons, it will only drop the weapons you have selected.
