Answer B makes "logical" sense... from a "real-life" standpoint... and because all transported units would be either "hunkered down" (in the case of infantry) or "limbered" (in the case of artillery)... and would be unable to function or fire while passengers.

The only exception I know of limbered artillery being able to fire is the German 88 AA.

Like to see that be able to happen in CS.
