As Glenn stated, the victory levels were boosted by a large amount after release, along with boosting the value of the objectives. The lower range above are from the original release, I am sure, but again the objective values are different so it shouldn't cause a major issue in comparing, it just requires more of a geographic penetration for the Germans to win with the higher levels.
