I bet that makes a difference taking the arty away. The reload is done in the same order as your unit list, so if the arty pieces are higher up the list, that'll be the problem.

Also, different sized ammo units have different abilities. You should read the game guide for the info contained there.
ie. if you are trying to resupply a large arty piece (bigger than warhead size 4) from an ammo container (rather than a truck or dump) you will get NO action. etc.
Suppression also plays a large role in the speed of reloading.

A good lesson I learned. Dedicating the ammo vehicle to the helicopter did the trick. Obviously the ammo guys just thumbed their noses at the heli crews. KGB must do something about this! :)
