I don't understand why these rockets, with an AT factor of 80, cannot cause a single casualty or disruption against the bunkers in Normandy '44.

IIRC, those landing craft rockets were historically not very accurate.
In game terms are you taking into consideration that BUNKERS are -20% defense. The best target terrain would be clear terrain.
Check the pdt. There is a range fire modifier also becuse these are direct fire units not indirect fire.
The best range these fixed place units can get is three hexes. That is another -20% for a 40% attack strength reduction at best. Other BUNKERS in better defensive terrain lower the attack strength even more. PILLBOXES defend even better.
 
I ran a couple of shits in the Omaha scenario to test. Must have better luck than you? I targeted a BUNKER in a clear hex.

Google Search with AI : The LCT® (Landing Craft, Tank, Rocket) had a largely negligible tactical effect on the D-Day invasion at Omaha Beach. Designed to saturate defenses with high-explosive rockets right before troops landed, their barrages were highly inaccurate and most fell into the sea well short of the German defenses.

The rockets in Japan '45 and '46 are much more effective. I don't know if that is because they had been improved over time, or because Japanese defenses were weaker.

Are you sure you're not using alt indirect fire while targeting small/tiny units? The effect would be zero or close to zero in that case.

Like amhendrick, my experience with those rockets in the Japan titles is positive.
