Stacking penalties
When you right-click in the unit info panel, you see the movement/stacking information for the hex.

For example, I see 132X (1.3) in red font in one of the hexes in the Hill 192 tutorial.

I think the 132 is the number of men, because I have a 120 men infantry group and a 12 man MMG group = 132.

What does the 1.3 mean, please?

More stupid questions - what does the binoculars icon on unit cards mean, please? I couldn't find anything in the manuals about this.

From the use manual

"The Road Stacking Limitsitem of the Highlight submenu of the View 
Menu can be used to highlight units on the map that are in stacks that 
exceed the limits for using Road Movement."

"Within each hex, stacking is measured in terms of total number of men, or 
equivalent. For stacking purposes, each vehicle or gun is considered to be the
same as 10 men. The total stacking value in the current hex can be found in 
the center of the Terrain Info box by right-clicking in the Hex Info Area. Two 
stacking limits apply in the game. Both of these values can be found in the 
display of Parameter Data. The Maximum Stacking Limit is the total number of
men or equivalent that can be in the hex at any one time, not counting units in 
Rail Mode (see Movement). The Road Stacking Limit is the maximum number 
of men or equivalent that can travel via Road Movement through a hex. It is 
also the maximum number of men or equivalent that can travel via Rail Mode 
through a hex. As a special case, only 4 ships can stack in the same hex"

"Reinforcement Stacking Limits
Except for amphibious reinforcements, when reinforcements are brought on 
the map, they are not subject to stacking limitations. In the case of amphibious
reinforcements, stacking in the arrival hex is allowed to be twice what is 
normally allowed."

And over certain stack limit the units suffer more casualties in hexes with big stacking values.

The binoculars

Regarding the 1.3 specifically, I can't find the details in the manual, but I believe that is how much over half the maximum hex limit the stack is. So the max stack limit is 200, half is 100, and there are 132 men, or about 1.3. I think this is the overstack penalty applied to fire against that stack, so at 1.3 I believe the stack will take 30% more casualties.

Not positive of all of this without being able to find something in the manual on it.

Na, my fault, i think you ask for the effect over mobility... and something i dont remember say, overstack made that you cant see behind the hex with overstack status.
