Turn #8 and invasion fleet hasn't moved
I'm playing D-DAY-JUNO Beach by Luca Chie as the Axis and it's turn number 8 (out of 50) and the invasion fleet has not moved an inch yet.  Durning the Allied turns so far, I receive some shelling and air attacks but no landing craft movements.
Does anyone know if this is normal or, if not, maybe the scenario was corrupted somehow.

I just tested it and the same thing happens. Allies don't move. I tried playing as allies and the boats aren't fixed units, so I think the scenario probably is borked, at least for play versus the AI. It's probably fine for PBEM.

Thanks for checking it out. I also found that hammering this "static" fleet with artillery makes no impression either. Since they're sitting ducks clearly in view, you'd think they'd be vulnerable to artillery. Not in this game. I hit them repeatedly with every gun in range and only got "No Effect" every time.

I think you're correct that it's "borked".
