No, it's a bug. Should be 15. Got fixed. You can download updated OOB here: https://www.dropbox.com/sh/urglazansod9z...xIg-a?dl=0
It shouldn't affect your game since it's just updating a couple of values on the OOB. Also got a small bug on the range on the US 4in (naval) guns, corrected now.
