low ammo question

I cannot find it  in the rules and cannot remember...does a unit in low ammo status and in supply have better odds  to recover to full ammo next turn if it does not shoot in the current turn or should one in low ammo just blaze away  as  firing has no effect  on the next  turns  ammo status?
