Budapest'45, Bulger'44 or Smolensk'41 have the new 2D magnified view. I also have a 32" 4k monitor and the menu text and toolbar are quite small. There is no option to enlarge them. I hope it gets done sometime in the future. Changing your Display Settings to 125% or 150% helps.
