Streams are pretty bad for movement especially if there are no Bridges. In PzC the roads are drawn as if they cross streams and negate the effects of streams. Not so. Only Bridges do this. 

It catches me out a lot, especially in the eastern front games. Historically I guess the roads were particularly bad and crossings of even minor streams caused long delays. 

Here the VIII Army Korps HQ is sttuck behind a stream as it tries to move north in good weather.

Because of the movement cost of streams there is a possible indirect effect on attacking, and that is when making assaults. Because of the high cost of attacking across a stream it could prevent an enemy unit moving adjacent to you and assaulting in the same turn? Possible but probably unlikely as I think the 2/3rd movement allowance will be the main prohibitor of assaulting.
