The unit.dat values are used when you add a unit to the OOB. You select its type and the values are pulled from the file. To populate specific values into the unit.dat file, you either edit an existing, or add a new, unit, then click save in the Org/Unit dialogue window, rather than clicking OK. This will add the unit to the.dat file, or update values if it already exists, to match what you just did.

Also, you can click on File-Save All if you want to save every unit type and value in the current loaded set. Then you can open a different OOB and click Update All and it will update all values from the unit.dat file.

Hope that helps - it is all about creating new OOBs and values easily, and making sure everything matches up.
