B'45 Unit Ratings

I just noticed that the 76mm M42 ZiS3 (mot) artillery units are rated:

Hard: 14/1
Soft: 10/13

7th Aritllery Division/46th/Army/2nd Ukranian Front (Hex 14, 161 in the Prelude Scenario). These are indirect fire units.

Is it really the intent not allow ranged fire at hard targets? I suppose they could be some sort of dual purpose gun, which is fine....just wondered if it was a typo.
