Recovery of ordnance in operations

Can one of you fellas explain what is different between Static Operations and other types? I was reading someone's scenario notes and they stressed the difference but the manual had little to say....

Static Ops are very easy. The Map does not move between battles and always stays the same from the beginning to the end.
