2nd Flare for RAUS!
Raus,

I got tired of not hearing from him after a half-dozen emails, so I recorded our game as a draw.

If Raus wants to contest that, I will gladly cancel the result.

Terry seems like a very nice guy and I don't mind waiting a month for a move, but it's rude to not let your opponent know that there might be a period of time between moves.

It's not just rude it's:

9 Discontinuing a Game

It's EXTREMELY RUDE and ANNOYING to vanish without a trace. Please show some consideration to your fellow wargamers! A game discontinued without mutual consent is considered a VICTORY of the highest order UNLESS other terms are first negotiated. Do not just disappear!!
If you are going out of town please make arrangements with your opponent to surrender, or suspend the game until your return. If you are knocked off line for an extended period, use a computer at a friends house, the library, the coffee shop, or at work to let your opponent, the Ladder Commander, or some other member of the club know you are having difficulties. Your games can then be suspended temporarily without consequence.
If you simply disappear for more than 3 weeks, your opponent is awarded the highest victory possible, if they choose to report it.
Prior to claiming a game based on Rule # 9 the following information MUST be presented to the Ladder Commander and /or the Assistant Ladder Commander in charge.

Gather your facts; here is a list of info that will be needed.
Is this player a member of the Blitz? What is his handle and Email?
When was last contact?
When did you last request a file from him?
Did you post on the MB for this player to return a file?
Can you provide some copies of these attempts in your Email?

Email your Opponent and CC the Ladder Commander with the following message.
State that you’re interested in finishing this game and if your opponent does not respond with his turn in a timely manner that you will claim a victory of the highest level as per the club rules when opponents abandon games.
Present your opponent an opportunity to negotiate an agreeable result if you want, this could help get the desired result you’re looking for. Do include dates and detail your attempts to contact this person.

IF the Ladder Commander has documentation that backs up your story and your OPP fails to present the Commander with contradictory evidence of his attempts to continue the match, the Ladder Commander will enforce the rules set forth in section 9 of the Rules of Engagement and award you a victory for the game.
Please do not report discontinued games without informing the Ladder Commander.

If the MIA OPP chooses to contest this action, then the Ladder Commander will deal with him personally there after.

When he stopped playing in our game he told me he needed to learn more and would return to play. I was trying to help him to learn how to play against human opponents, and offered reporting draws until he got his feet under himself.
He would not be the first player to stop playing after finding out that humans are tough opponents. And, definately not the AI. ;)
Though, if he is having personal real life problems, I wish him well.
