Yes, it's correct. See the below image;
Essentially the Russian supply level is set at 100 (versus the German 80) for the first campaign phase. Come the second campaign phase starting on February 20th, the Russian supply level drop by 30% i.e. to 70%.
This is done to both reflect supply stockpiling, Soviet planning and to ensure the Soviets have the capability to be adventurous.
One side effect of 100% supply is that HQ's never go out of command. I probably didn't realise/know that when I set this campaign up back in 2010. It may have been better at 95% with a 25% reduction.
That said, I don't think it is a huge issue and something that helps the Soviets with their generally poor leaders...
