Yes they tend to waste shots on units when they don't have to and have to be told to save their shots for ripe targets..

Incidentally snipers don't have x-ray vision that enables them to spot better than any other unit with binocs. The pic below was taken during the same tests as those a few posts above, notice the 3 German snipers can't see the Russian infantry in the woods just behind the tanks.
And if you refer back to the above tests you'll see the Russian snipers mixed in with the Russki infantry can't see the German snipers which have been firing which again confirms snipers are not Superman..
