Well it seems my question wasn't completely answered so I will post again:

Can corps attachments happen between other levels of command?  Say for instance, reassigning a regiment/brigade to a different division or reassigning a battalion to a different regiment/brigade?

No only units assigned to a corps. Soviets are, or were anyway, a bit different. But not at the low levels you mention.

I had mentioned this a years ago. An example right off the top of my head was the 106th Inf Div at the Battle of the Bulge. Two Rgts cut off and eventually surrendered. The third Rgt was attached for a time to the 7th Arm Div, I think. I would still like to see that fixed and the assignment to all turns, not just midnight.
