In my opinion these scenario of the month scenarios should be chosen from those that scenario designer says are meant for H2H play.

If you go to Few Good Men and check Last Sunrise over Antonov,
the page says
Tagged SCENARIO VS AI ONLY

If you give a human player as many units that are meant for AI, play balance can be totally off.
