It's not documented in the manual as far as I can determine, but does being in a position that is higher than the position of the target you're trying to spot improve spotting chances?

Maybe it's just due to spotting ranges being better due to there being no terrain obstruction, which means more targets might be in line of sight. That makes it more likely that your recon unit spots something. All enemy units within spotting range of your recon unit could potentially be spotted, after all.

I was just wondering as parking recon units on a hill and using recon spotting reveals a lot more units in the area below it than I tend to reveal when my recon unit is on the same height level.
