Nope, read again. I wrote that OLD games like eg. the SP series run better on older OS because they were made to run on those older systems. In this case a fully updated and patched WIN98 SE. Also I wrote you should use a dual boot not going back to Win98 :) You can have for example XP and Win98 on the same PC. Read here what is meant with "dual boot":

Maybe you are quite new to the game ? The SP series (means the exe file) still are based on DOS !
Win98 was the last OS that had DOS on board, so naturally it will run better on this one than for example Vista or Win7. Here are the orig sys specs for SP1 from SSI (I started with that one):

IBM PC 486 DX2-33MHz IBM Compatible PC,
8 Megabytes of RAM, MSDOS 5.0 and higher,
6MB Uncompressed Disk Space,
VGA or SVGA video, MS Compatible Mouse.

Read here a review from SP1 by SSI:

I played about 60 or 70 PBMs and of course much single player campaigns on 98Se with overall good stability cheers I started with SP1 on Win95 and since then have all the SP versions played on the 98 :)
Of course I normally use WInXp Service pack3 fullupdated for most other tasks. For some games and a bit internet work 98 still works though (even the newest Opera runs on 98 also USB2.0 is available for 98)

However this is only my solution for running older games which works for ME. Others may have solutions which suit them better of course. I stick to my solution as long it works perfect for me...

Edit and PS: The unofficial Win98SE service pack is of course mandatory:
