Wagner, a well-placed sand fort, is the protector of fort Sumter, and even Charleston itself. Confederates are stretched for manpower--in the months prior, parts of the Charleston garrison were sent to reinforce Lee in Virginia and Johnston in Mississippi--but they are strong in artillery.
