If this optional rule is not clicked, then a player may not recon by air, spot enemy units not ordinarily visible, and them bomb them; correct?

I believe incorrect. If I understand the details of your question, I think Limited Air Recon does what you ask about. Don't have the games in front of me to verify, but feel free to check the rules to confirm.
