Issue with scenario

Playing Iceland scenario.

My opponent cant open turn three. Previous turns he was able to open. 
He has played his scenario with others and has not had the issue.
I've played others never had a problem like this with other scenarios

So what could it be? corrupted scenario file? 
I just recently installed MS11
Tried sending it zipped and unzipped.
He gets an error message that would indicate I did not end the turn. 
However I did end the turn. Because I cant open it either.

Well it took a while but were up and running. 

So to help others in the future with this rare problem. My opponents password somehow changed in his half of turn two. So that was the reason he could not open it. We don't have a clue as to how it happened. So going into that file KernelT was able to open it so that my opponent could reset his password. Thanks Kernel T
