Does anyone know if it is possible to make rivers (normally impassable) passable....I've changed the PDT values from the default '-1' which I thought was what made them impassable...but no luck...am I missing a toggle somewhere or is it hardcoded into the system?

I believe it is hard coded. You cannot change it via the PDT values, so it cannot be changed.
