Can't read the game Parameter file
The scenario Parameter data is the .pdt file, right? When I open it, all I see are rows of numbers with no header to explain what each row means. All I see are rows of meaningless numbers.

Are the headers actually there, and do I need some kind of special file viewer to read these files?

You can view it by opening a scenario, then going to Help then parameter data.

Yes, you can see what the values represent that way, or through the parameter data editor. The file itself has no headers or anything else to describe what the numbers represent.
