I can not find info in the manual about the Recon button! How does this and what is happening there?

I think this is about Recon Spotting. If it is a Recon unit and you choose this action there is a chance this unit will spot concealed enemy units. 

Seems this should be explained in the manual along with some idea of how likely they are to spot the enemy.

Ah, so that's what that button does. So which units are Recon units? The ones with those tiny binoculars in their sidebar icon?

This should not only be in the manual, but probably also in one of the tutorials. It feels like this is a major game changer for an army on the offensive.

Select the unit - go to the Command menu - select recon spotting. This is in the Program Help manual.

Selecting Recon Spotting will attempt to spot enemy units within the Line-of-
Sight of the selected recon units at the cost of 1/3 of the movement allowance
of the units. The probability of spotting the enemy units will depend on the
distance from the recon unit to the enemy unit, the terrain that the enemy unit
is in, the strength of the recon unit, and its quality and fatigue. Note: Recon
units are designated as such in the alternate Unit Box display.

As I said, this is in the Program help manual

Open up your game folder and you will find 11 PDF manuals/files.  Some have to do with using the editor.
