Can anybody tell me how this game is?

Is this a ship vs ship game or fleet vs fleet?

That is correct. As of right now, all of the NC titles play in "Real Time" with no PBEM feature.

Hopefully in the future they will release a Age of Sail game that will have a PBEM feature in it. Idea2
