Yes, they are. I'm not sure how much of the western campaign it will cover but they are working on one. There is a thread on it somewhere at Matrix.

There is definately a war in the west game in the pipeline, albeit a long way off yet.

If I recall right that's not the end of the road either. They are planning further games, and ultimately a full europe map. Also they're putting together a detailled naval warfare model - not quite war in the pacific level but not too far off by the sounds of it.
