How does a Scenario get "Out of Testing"??

How does a scenario get out of testing, how many tests or what is the criteria for release?

From the H2H FAQ:

"Once the scenario is put out to playtest it will be available for playtesters to download. You will be notified of test reports as they come in. An average score of 8 is required for it to be classed as H2H worthy and once 4 or more people rate it 8+ you will be notified by mail that the scenario is ready. It is up to you if you wish to proceed with further testing or else move it to the completed scenarios section. If you feel it is complete it is up to you to add it to the scenario database."
