Why OH Why can't they wait till the new aircraft carriers are in place,With aircraft to go with them.....A sad state of affairs

I just read this article about this pilot who has bought,refurbished and flown an old English Harrier.He actually crashed it and survived to fly it again.He got into trouble but got it down and manage to limit the damage to his landing gear.
