Are there any mods or user made scenarios for SAW.
I have checked every site I know of but have found nothing.

The game hasn't really been out that long for this type of activity yet, I think. I'd say give it a while, many folks are probably still playing through all the scenarios in the game. As you can see on the ladders, SAW hasn't gotten a ton of PBEM reports.
