Yes, but you also have to record your efforts to contact your opponent as well. And in general be sporting about issues they may have.
Not trying to negate what @panzer Lehr is saying just filling in the procedure.

Thanks for the tips, though in that situation I would probably just not record a score. Not the kind of "total victory" I would want.

Yep of course ... It all depends on the the situation like Ian said. I often play 15+ game a time and currently I have had 5 games that have gone over three weeks without a move but my opponents let me know so we are cool.
But when they don't let you know and just disappear without a trace, well that is just plain annoying and that is what the rule is there for. Especially if you already invested many months into the game.
