Yes that is correct, all Ed’s titles are developed with H2H as the primary focus, we play test the campaigns as far is possible during development and often these scenarios are played to completion post release in which case any H2H balance issues discovered would be fixed the next time the title is updated.
Of course the downside to this is it does increase the time each title takes to get to release, but personally I feel that trade off is more than justified.
You can of course still play the scenarios against the AI, but I personally have no experience of trying that being only interested in playing H2H.
