I still say Allied players points are only compared against Allied and Axis compared against Axis. Then you don't have to look for balanced scenarios at all. There you have as fair as you can get Tourney.

Uneven players can be dealt with by giving extra player a bye round. Average score for that particular round. If Allied, he gets average score of Allied points. That way, you don't have to ask or tell somebody they have to drop out of the tourney.
