Yes you are correct, if the assaulting units have avoided the effects of their parent HQ being out of command then there will be no effect on the assault results.

As noted a disrupted HQ has a shorter command range, but as long as the units are still within that reduced command range there will be no effects, I am thinking particularly about FWWC where being out of the command range drops a units morale by one level.
