Read the weather section of the manual. Way too much to try and summarize, but very briefly the scenario itself is set with min and max vis ranges and a range of ground conditions, and things vary between the extremes. Hence why programmed weather using weather.dat is an optional rule. Sort of wondering here what you thought was going on, since you noted programmed weather was off.

The entire reason for programmed weather is to force it into narrower ranges day to day, and if you had programmed weather selected it appears conditions would be perfect for movement and air.
