OOB Questions

Couple of questions about the (impressive) OOB.

1. Why do some TD units have HQs and some don't?

2. Why are Tank Battalion Company HQ's (for both US and Brit units) not included in the company they command? Look at the 1-66th Tank Battalion. It has HQs for A, B, and C company, but these HQs are not inside the A, B, and C company Org. Doesn't this mean they can command anything in the Battalion?

3. Similarly, why aren't company 60mm mortars included in their respective companies, but rather included in the HW company? I don't recall that company assets would be spread out over other companies in the battalion.
