I believe artillery that falls on an unspotted hex is halved. Or it may be quartered. Seems to me like if you have a "?" (spotted with trucks normally) hex it's halved, and if not (totally unspotted blank hex) it is quartered.

The bottom line, as you're aware, is that it's less.

It's been awhile since I dug that up...check my facts guys...I went through my dog eared moth eaten original manual this morning because I could have sworn it was detailed there but I couldn't locate the information.
